Use Notepad to edit 
C:\Documents and Settings\MyName\My Documents\US2\config.ini file. Of course, 
you should make a backup copy first!! Add the following text to the very end of file:

bindc +DIK_GRAVE [console_showhide]

Apply the changes, then start the game, 
hit ~ to bring down the console and enter the following codes:
